Wells' writing is convoluted and turgid. Worse is his advocacy of replacing democracy with "self-appointed, self-educated" (and may I add "self-important") experts as depicted in Plato's Republic. Wells' notion that the only thing wrong with Communism is Stalin, and that the only thing wrong with Fascism is Hitler and Mussolini, is poorly argued and frankly left an ill taste in my mouth. And "Benevolent Dictators"? Tito is often given as an example. He slaughtered 100,000 humans to secure his hold on power after WW2, imprisoned thousands more, assassinated exiles - and left a state that fell apart in vicious civil war. He was popular, but not benevolent.
